What happens if the number of candidates opting for a city with a regional language is less than a certain minimum?

If the number of candidates opting for a city as a centre with a regional language (other than English and Hindi) is less than a certain minimum, candidates may be allotted a centre in another city, irrespective of the city they opted for.
